I. Name: Winona State University Athletic Hall of Fame

II. Purpose: The Winona State Athletic Hall of Fame is established to pay tribute to, give deserved recognition to, and to enhance the school tradition by honoring outstanding former student-athletes, coaches, teams, and/or individuals providing meritorious service who have contributed significantly to the success of the University’s Intercollegiate Athletic program.

III. Objectives: The objectives of this program are to:

A. Give lasting recognition to outstanding student-athletes, coaches, teams, and /or individuals providing meritorious service associated with Winona State University Intercollegiate Athletics.
B. Display before students and the public the athletic related accomplishments or services which have been instrumental in creating an excellent athletic tradition at Winona State University.
C. Promote continuing interest in Winona State University’s Intercollegiate Athletic program as a public relations vehicle to further enhance relations between the University and its constituencies.

IV. Hall of Fame Committee: The committee shall consist of nineteen (19) people. The following areas will have representation on the committee. *IFO (5), Faculty Athletic Representative (1), *ASF (1), *AFSCME (1), Council of Administrators (2), WSU Athletic Director (1), WSU Director of Alumni Affairs (1), Compliance Officer (1), *Student (1), Winona Community (2), Alumni Association (1), Warrior Club (1), and WSU Foundation (1). Committee member composition will be reviewed by the Chair at the fall meeting. (1) Ex-Officio: Chair Assistant Athletics Director External Operations. A Sports Information office representative shall serve as Recorder. 

*Union Members will be recommended by their organizations and approved by the President.

It is recommended that the committee be equally proportionate men and women. There is no formula for the term of office. The Athletic Director will call the first meeting and the Assistant Athletic Director for External Operations will chair the committee.

V. Meetings: The Hall of Fame Committee shall meet in September; nominations of candidates and the selection of inductees will not take place at the same meeting. Future meeting schedule would be as follows: November (nominations complete), February (voting takes place), April (Sports Information will release names of those to be inducted).

VI. Nomination Procedure (Step 1):

a. Anyone may nominate a person or team for induction. All nominations must be submitted to the committee using the Hall of Fame Nomination Form (see www.winonastatewarriors.com for nomination form).

b. Each year a notice for nominations shall be included in the spring issue of “Currents”.

c. A complete file for each nominee shall be compiled by and housed by the SID.

d. The committee will then review those nominations at an upcoming meeting. Those nominated are added to the selection list but not necessarily added to the final ballot.

e. Nominees are added to the list of present and past nominees.

f. Nominations not selected will be carried over to the following year.
g. Candidates who do not receive a vote on the final nomination ballot for three consecutive years will be removed from the active candidate packet. They will be placed on file and will return to active consideration should additional information or re nomination be received.


VII. Selection Procedure (Step 2):
a. The induction class should not exceed six in any given year.

b. There is no designated quota regarding category of candidate: athlete, team, coach or meritorious.

c. Selection priority will be given to each decade.   

d. The selection sub-committee will review all nominations for additional details and recommendations to present to the committee. The SID and Chair will recruit a sub committee.

e. To be considered as a nominee to the final Hall of Fame ballot an individual must receive a two thirds affirmative vote of voters attending.

f. All committee members are expected to review the nomination files.


VIII. Final Voting Procedure (Step 3):
a. If a committee member misses three meetings in a given year they shall not have voting rights.

b. Upon nomination the names of the nominees shall be referred back to the full board for final vote and approval.

c. Method of voting to consider:
1. Must rank all nominees (most to least)
2. Ties will be reviewed and discussed
3. Voting method (paper would be the first option, email or call the chair)
4. Chair person and one additional appointed committee member will collect and tally votes


IX. Criteria for Induction into the Hall of Fame:

A. Athlete/Team Nominations:

1. The inductee must be associated with Winona State University’s Intercollegiate Athletic program as reflected in official university records.
2. An athlete must be a graduate of Winona State University. (The criteria may be waived under certain conditions).
3. While individual and team athletic achievements are of prime importance, moral character and good citizenship, during both undergraduate and post-graduate years, will be taken into consideration.
4. Outstanding accomplishments after leaving Winona State University will be a factor in making the selections.
5. There must be a lapse of ten (10) years since the student-athlete last participated at Winona State University.
6. There must be a lapse of ten (10) years since a team won a national championship.

B. Coaches Nominations:

1. There must be a lapse of five (5) years since their tenure as a coach at Winona State University.
2. The inductee has been, or is, an example of good character and citizenship.
3. Other factors that will influence the selection of a coach or administrator for induction are:
a) Win/loss record at Winona State University.
b) Length of coaching career at Winona State University.
c) Concern for the welfare of the student-athletes.
d) Achievements of their former student-athletes.
e) Outstanding achievements after leaving Winona State University.

C. Meritorious Nominations:

This category recognizes people who have contributed to Winona State University’s Intercollegiate Athletic Programs.

1. Administrator, graduate, faculty member, or friend of Winona State University.
2. The inductee has made outstanding contributions in the area of athletics to Winona State University.
3. Time lapse is relative, but the contributions must be of prominence and over a period of years.
4.The inductee has been, or is, an example of good character and citizenship.


X. Awards:
A. Commemorative awards will be presented to each inductee during the Homecoming celebrations the following fall. 

B. All the information on the award will be captured and displayed within the digital kiosks in the Hall of Fame.

C. Banners will be raised and displayed for one year for new inductees.
